Miller Mayer immigration attorney Steve Yale-Loehr co-authored a new report, “Recruiting for the Future: A Realistic Road to a Points-Tested Visa Program in the U.S.” The report details how other countries around the world use such systems and how such a system could be implemented in the United States. The report calls for the creation of a pilot program under which 50,000 green cards would be allocated each year through a points-based selection system. The proposed program would not eliminate any existing green card categories. A launch event for this report, sponsored by Cornell Law School’s Immigration Law and Policy Program, was held July 27, 2020.
