H-1B visas for temporary workers in specialty occupations may undergo policy and procedural changes if a new USCIS draft regulation is takes effect.  In addition to proposing mandatory pre-registration for the H-1B lottery, the draft suggests new ranking measures that would give preference to applicants with greater skill sets, higher salaries, and master’s degrees. If enacted, the changes would take effect in spring 2019. It is unclear when the regulation will appear in the Federal Register.
