The October 4 proclamation would have barred potential green card holders from entering the country unless they have health insurance within 30 days of entering or have enough financial resources to pay for any medical costs. The proclamation would have blocked nearly two-thirds of all prospective legal immigrants. The ruling is likely to be appealed, but Judge Simon’s decision halts the proclamation from taking effect for 28 days.
